Congressman Stokes, an African American congressmen, believed more minorities needed to go to college, and helped create the Stokes Education Scholarship Program. This is for high school students who will major in computer science, computer engineering, or electrical engineering. They will be full time employees at the NSA, attend the college of their choice, receive up to $30,000 per year for tuition and mandatory fees; and work during the summers at NSA.
Stokes Students must work for NSA after graduation or pay back their tuition.

While its purpose is to facilitate the recruitment of individuals, particularly minority high school students, who have demonstrated skills critical to NSA, NSA is a federal agency and can’t discriminate.
